Anne Marie Kelly

Kelly is a highly experienced investigator and a retired NYPD Detective with 22 years of service. She is the Vice President Homeland and International Security Services for the Repton Group. As a counterterrorism professional and intelligence analyst she has specialized expertise in WMD, international and domestic terrorism, aerial photography and surveillance, maritime and port security, threat assessments, crisis management and the field of dignitary and executive protection.

She provided executive protection for two acting and current NYC commissioners and is proficient in the use of surveillance technology, including aerial 'real time' video and covert techniques for the investigation of white-collar crime, corruption and organized criminal activities. Kelly has been in involved in special projects involving airships, blimps and aerostat UAVs and has participated in aerial surveillance with NAVAIR, the USNavy, the USCG and the USMC on anti-smuggling, anti-trafficking patrols along the U.S. borders and coastline.

Kelly served as a UN Peacekeeper in the Bosnian Mission as an investigator in the UN SIU, performing exhumations of mass graves to collect evidence for the International War Crimes Tribunal. She was a first responder to the World Trade Center on September 11th, 2001.

As a member of the US Secret Service ECTF, Kelly has conducted cases identifying, investigating and prosecuting individuals and organizations that use computer and electronic technology as a tool for theft, extortion and the exploitation of the critical infrastructure in order to facilitate or fund terrorist activity.

In March 2002, Kelly was appointed NYC’s Deputy Commissioner of Counter Terrorism. Assigned to the Special Projects Unit, she performed a wide range of tasks to promote public safety and security within New York City as it relates to counterterrorism efforts. She has been certified and received extensive training in Threat Assessment and Physical Security from the Federal Law Enforcement Training Center. She is a certified DHS Certified OSHA Fit-Tester and COBRA Instructor from the DHS Office of Domestic Preparedness. She has received WMD Radiation Training at the DHS Nevada Nuclear Test Site and was then assigned to the Special Projects Unit. There she investigated and performed research and development regarding the effectiveness and procurement of Personal Protective Equipment for the members of the NYPD as First Responders.

Kelly is a certified instructor with the NYPD, New York State and the University New Mexico Tech, teaching WMD and Incident Response to Terrorist Bombings. She is also a certified U.S. Army Anti-Terrorist Officer in Force Protection. Anne Marie Kelly graduated from St. John’s University in New York and received a B.S. in Criminal Justice. She is an aerial photographer and a member of the USCG Aviation AUX.
